Economic Justice Program Manager

The role

The purpose of this position is to provide leadership and management of the economic justice program and bring together the core elements of the program, including advocacy, gender and humanitarian work. The Program Manager will assume a range of national functions and be responsible for the strategic and operational management of the program in East Jerusalem, the West Bank and Gaza. This role will be part of the leadership team.

The incumbent is responsible for managing the program budget, approximately €5-8 million per year, and as such authorizes expenditures and payments made from the program budget. Follow-ups with country management and partners are frequent and regular, with the incumbent having autonomy and the ability to define and propose strategies and plan operations.

What we are looking for

We are looking for someone with:

  • A university degree in economics, rural development or a comparable professional qualification is required, as well as knowledge and experience in program management.
  • 10 years of experience in the field of economic justice and community development.
  • Solid knowledge and engagement with civil society, and understanding/experience with the private sector.
  • Excellent communicator, with a proven ability to build relationships with a variety of stakeholders (local partners, municipalities, etc.);
  • Solid experience in project design, proposal development and concept note development (including budgets) of economic justice interventions.
  • Critical thinking and reflection on lessons learned in humanitarian and development practice.
  • Ability to influence and liaise effectively with key stakeholders and represent in high level environments.
  • Strong technical skills in research, monitoring and evaluation, advocacy and influencing efforts on issues of economic justice in Palestine.
  • Results-oriented, experience in managing high-value grants and experience in leading program development processes that have resulted in programs that are highly valued by donors.
  • Demonstrated ability to successfully fundraise and develop programs in organizations similar to Oxfam.
  • Knowledge of donor environment, understanding of funding issues related to INGO work in development contexts.
  • Strong analytical and conceptual skills, ability to translate complex issues into clear and achievable actions.
  • Highly developed strategic planning skills with the ability to contribute to the overall program
  • Extensive experience in senior level capacity development role and ability to facilitate learning and knowledge.

  • Excellent interpersonal skills, with a proven ability to motivate others and work collaboratively, requiring strong self-awareness and interpersonal skills.
  • Ability to adapt and work in a multicultural, multilingual and multidisciplinary environment.
