Dimensions: Save the Children has a country office in Burkina Faso, Côte d’Ivoire, DRC, Liberia, Mali, Niger, Nigeria, Sierra Leone and Senegal in the region.


Strategic direction:

  • Guide and support WCA country office programs in the creation and implementation of innovative advocacy and popular mobilization strategies, as an integral part of national plans, in line with agreed objectives in the Global Campaign, plans national strategies and priority advocacy work in the region;
  • Provide support to selected country offices in the development and roll-out of national high-impact advocacy and campaign strategies and workplans.
  • Map key moments of influence, platforms of regional institutions, authorities and duty bearers to analyze where Save the Children can usefully engage with them on child rights issues for the region (national, regional and world). Coordinate WCA engagement in these times to advance our ACCM work in the region;
  • Lead and support the commissioning of high-quality research and innovative approaches to influence policy and practice, working collaboratively with communications, program and operations teams.
  • Develop key relationships (internal and external) to advance our ACCM ambition – this includes partners, Save the Children advocacy offices, members and the global advocacy and campaign team
  • Work closely with the Regional Media Manager, Regional Communications Manager and Regional Advocacy Advisors to implement and support ongoing campaigns in the region by maintaining social media presence and engaging in the dialogue.

Advocacy and campaigning capacity building and country support:

  • Ensure countries’ capacity to advocate and campaign safely for and with children through the development of analysis and campaign materials that effectively engage and communicate messages to a variety of target audiences.
  • Support advocacy and campaign staff to develop their skills through coaching, mentoring and training.
  • Organize advocacy and campaign training workshops as needed and requested by country offices and partners.
  • Regularly collect and share advocacy and campaigning best practices and tools to build knowledge in country offices.
  • Support countries in the development of campaign systems to enable continuous learning and improvement, including, where appropriate, the creation of supporter databases and monitoring and evaluation frameworks.
  • Assist and sometimes lead the logistics of internal and external international influencer meetings.

Integrating advocacy into the program:

  • Support selected country offices to ensure they have the staff, organization and resources to deliver agreed advocacy and campaign priorities, working closely with program members and colleagues
  • Work closely with the selected country team to ensure that our advocacy strategy is integrated into the program proposal and translated into a clear proposal with identified activities and resources;
  • Work closely with operations, programs, technical and MEAL colleagues at the regional level to ensure substantive integration of advocacy into program planning and implementation, in particular ensuring that evidence, innovative approaches and best practices generated by programs inform our advocacy

Be a reference staff

  • Act as the main point of visible, useful and credible leadership on advocacy and campaigns across Save the Children in West and Central Africa; Lobby/support lobbying of high level decision makers in line with CO advocacy strategy;
  • Be the trusted partner and maintain a close relationship with advocacy and campaign managers and teams in selected countries;
  • Act as spokesperson for Save the Children with the media – in coordination with the Global Media Unit – and with governments and in official forums.

  • Bachelor’s or Master’s degree in a related field
  • Strong advocacy leadership experience in WCA (national or regional) at a senior level on international issues, including policy development and programmatic advocacy support – at least seven years of demonstrated experience
  • Hands-on experience building networks and engaging with coalitions
  • Campaigning experience for and with children with demonstrable understanding and experience of how to link children’s issues to public opinion and action
  • Experience in evidence-based strategic advocacy and public campaigning in an NGO environment, with a proven track record in successfully leading the development and implementation of successful advocacy and campaign strategies to achieve policy change and normative
  • Highly developed analytical writing skills and the ability to analyze complex data and summarize and communicate it in an accessible manner to a wide range of audiences from different cultural backgrounds
  • Ability to manage and coordinate different workflows in many contexts
  • Excellent training, facilitation and team building skills.
  • Knowledge of regional institutions and their functioning.
  • Strong results orientation, with the ability to challenge existing mindsets
  • Fluency in written and spoken French and English is essential; skills in other languages ​​would be an advantage
  • Makes independent decisions and problem solves on new and complex problems, requiring creative and systems thinking to find the best solutions
  • A high level of computer knowledge
  • Experience and willingness to travel to a wide range of developing countries, sometimes short term and for extended periods
